TerraGov, officially Terran Government, is a large group aiming to unite all of the humanity in pursuit of progress and their own ideals.
Overview
TerraGov is the second most powerful human government in the galaxy. As opposed to SolGov, TerraGov's ideals are those of progressing humanity at any cost, especially at the cost of alien civilizations.
Terran Government prohibits any political parties that oppose the Terran Constitution, and as such there is only so much factions within the senate and each would rephrase "progress of humanity" as they see fit, ranging from a more peaceful approach of co-existence with non-hostile alien civilizations to much more extreme sides of eternal war with everyone who isn't a part of TerraGov. Despite this, the senate is considered a stable entity due to every faction being somewhat restricted by the constitution.
Politics
Senate
Terran Government has the senate as the main governmental figure and it controls pretty much everything about life and policies within Terran territories. Senate is located on Terra, although one does not have to be present personally to participate, as they can appoint another person to represent them or use other methods of communications. This is often the case, as many senators represent the interests of their faction in the military and many other places, being on "missions" for almost their entire time they are in the senate.
The senate factions are elected every 10 years by its citizens with rights to do so. Voting rights are universally granted to all human citizens that served in the military(either actual military or "auxiliary positions", such as working in industry or research & development for military efforts).
Anyone with voting rights is technically able to be a part of any of the senate factions, which basically serve as political parties. After election concludes, the leader(or leaders) select members that will be entering the senate based on the mandates they received.
To be able to hold position as a senator, one must be a human citizen older than 28 years, have served in the military(similar to rules for voting rights) and have no criminal offenses. Their faction can replace any individual senator with another one if they deem them unfit for their duties, but this can only be done after the one being replaced has served at least a year in the senate.
Consul
Every 5 years - the senate elects two Consuls to serve as heads of state. Traditionally, duties of two consuls are divided into "military consul" and "civilian consul", each controlling their respective areas.
Civilian Consul represents the government in diplomatic missions and maintains all matters related to civilian life and its politics.
Military Consul controls the armies of the Terran Government, including covert operatives entrenched deep in the enemy territories.
Certain actions, such as declaration of war, require agreement of both Consuls, alongside with majority of the Senate votes.

Unity Pact | The most liberal group within the senate.
SolGov: UP sees the prolonged conflict with SolGov as detrimental to development of both governments and calls for peaceful and diplomatic relationships. Many within the faction state how it will be inevitable(even if it would take many years) for SolGov to integrate itself into TerraGov for the good of the humanity once it sees the less militaristic face of Terran people. Independent Human Worlds: For both independent worlds and the Independent Space Confederation, UP has an approach similar to SolGov: Terran Government should resume diplomatic contacts and peacefuly integrate independent worlds as autonomous sectors, leaving them with most of the freedoms and traditions they have right now. Aliens: Be it out of sense of benevolence or condescension, UP considers it an important part of their policy to fully integrate alien species that aren't outright hostile or otherwise dangerous to human population. |
Progressivist Coalition of Humanity | A liberal group of pragmatists.
SolGov: PCH promotes re-establishing diplomatic contact and cooperation with SolGov for the sake of decreasing military spendings and converting them to industrial production and scientific research, leading to a more prosperous life for everyone in the human space and relaxing the borders with SCG, freeing the forces to be used for defense against hostile alien lifeforms(i.e. abominable infestation). Independent Human Worlds: While plans for independent worlds are similar to those they have in mind for SCG, there's not as many benefits in maintaining peaceful relationship with many of ISC's member governments, many of whom have wildly different policies from those of PCH and any other Terran faction in the senate, so there PCH takes case-by-case approach, with plans to destabilize the ISC as a whole and then integrate willing worlds, and conquer the others. Aliens: PCH sees no need to treat all sentient alien lifeforms with distrust based on "old testaments", as there's plenty of aliens willing to enroll into Terran work and military forces. That is to say, PCH does not treat aliens as equals, and wishes to keep ruling/command positions within the system reserved for humans, or exceptionally loyal aliens that proved their worth to humanity. |
Terran Continuation Government | Current majority in the senate. This faction advocates for continuing the old way of running government as it was for more than 3 centuries already and denies most attempts at making significant progress in any sphere as it may "shatter stability".
SolGov: The uneasy status quo and eternal "cold civil war" is enforced by this faction alone. Nobody truly remembers how it started, but TCG will make sure it stays that way as any wrong turn could lead to a disaster. Many consider ideas of other factions in that regard as idiotic and suicidal; War with SCG will inevitably weaken the Terran Government and leave it open to attacks from aliens or the more militaristics independent governments, whereas "welcoming SCG with open arms" will just leave it open to espionage and sabotage deep within Terran territory. Independent Human Worlds: While TCG obviously wishes to see independent human worlds as a part of TerraGov, there's nothing to be done about it. Igniting war with ISC would be too costly and leave it open to invasion from SolGov and aliens, while being proactive about peacefuly integrating them is a lost cause to them, as "they must come to us, if they wish to be a part of Terran Government". Aliens: Just like with many rather outdated mandates, the alien laws are enforced strictly by TCG alone. Aliens are rarely allowed into core sectors, and even when they are, they are under strict surveilance and limitations. Outside of core sectors alien species are employed in variety of low/medium grade jobs, making sure they don't make their way into military or other important/dangerous positions. |
Terran Defense Council | A more radical group that believes in complete human supremacy.
SolGov: As humanity itself is more important in the eyes of TDC, it promotes the idea of avoiding excessive conflict with other human states, opting in for peaceful integration and proxy wars lead by robots or sometimes even alien squads so as to minimize human casualties. Either way, TDC does not see any course of action as priority when dealing with SCG, although it would very much prefer them to convert to their ways, either by integration or by supporting similarly minded factions within SolGov. Independent Human Worlds: The situation with independent worlds is almost, if not entirely, the same as with SCG. Some of the independent worlds already support ideas of human supremacy and as such, TDC does all in its power to make them integrate into TerraGov. Regardless of the outcome of such endeavors, TDC will support those that share their ideals whenever it can. Aliens: As it was said earlier, TDC wholeheartedly believes in complete human supremacy, and as such, views all alien life as inferior and may only exist as subservient to humanity. They advocate for mass deportation of all "untrustworthy" aliens from core sectors into more remote locations, usually to work in positions that are less than ideal for humans(i.e. climate more suitable for specific alien species). Although one may consider them as hateful towards all aliens, the TDC rewards for loyalty, and so some of the non-humans may even achieve citizenship for outstanding performance in various fields. |
Earth Reclamation Committee | A militarist faction within the senate that mostly consists of war veterans and other military personnel.
SolGov: Just like the name suggests - ERC's main policy is to "reclaim" the Earth, which means all-out war against SolGov, if they do not accept the Terran ultimatum. While ERC does not necessarily embrace the ideas of human supremacy, it proclaims Terran Government the be THE human government, and as such, any human outside of it will be forced to join, one way or the other. Independent Human Worlds: While SolGov is the main target of ERC, the independent human worlds are second on the priority list. Many of them would willing to join peacefuly(or under threats), while the others will be forced to join by force. Aliens: Although ERC does not stand by ideas of xenophobia, it sees openly hostile alien lifeforms and groups as one of the biggest threats to humanity and will proactively exterminate them all, given the chance. This faction would appoint military leaders based on their skills and experience alone, avoiding bias based on species, although given it sees TerraGov as human government, it will certainly try to reserve highest positions(namely senate and ministers) for humans. |

Order of the Black Sun | An illegal organization that was once a part of a more radical wing within the Earth Reclamation Committee.
SolGov: They believe that not only should SolGov be destroyed, but so must be all of the citizens within the Solar System as they are, supposedly, tainted by alien influence and are no longer considered human. Their ultimate goal is to cause the Sun to go supernova and destroy the entire solar system in the process. Independent Human Worlds: Similarly to SolGov "policy", those outside of Terran space are usually in danger of having their "human rights" revoked, which usually implies death. There are many worlds within independent space that would normally side with TerraGov, but even they are not safe. Aliens: Promoting what is essentially galaxy-wide "purification", OBS treats all alien lifeforms with disgust and hatred. If SolGov were to fall by the hands of the order, the alien worlds would have to suffer fate worse than that... |
Foreign relationships
It should be noted that foreign relationships heavily depend on the senate composition. As a rule of thumb - most information on this page implies that the Terran Continuation Government has a majority in the senate.

Independent Space Confederation | Similarly to Sol Central Government, the TerraGov is in a state of "cold civil war" with ISC. Different from relations with SCG, however, is that ISC is not a unitary faction, with its member-states ranging from utter hatred to the Terran cause, to open and vocal support of potential cooperation. Terran Government agents and "civilians" often find themselves working to undermine unity of the ISC and increase support for integration into TerraGov within multiple member states of the Confederation. |
Other human governments | TerraGov usually doesn't legally recognize any government other than themselves. Governments with similar ideas or those willing to cooperate are usually integrated. Those in opposition to TerraGov are marked as terrorists and traitors and are dealt with as such. |
Vox | Vox are considered to be the prime example of what alien life is like in outer space - hostile, rude and "iredeemable". While that works as a propaganda tool for those that never stepped outside of core sectors, actual spacefarers have varying uses for them. Although military considers any signs of Vox ships to be "kill-on-sight", many find them to be useful for doing the dirty work for them, either voluntarily or unknowingly. Vox ships are usually disassembled and looted after their inevitable destruction, and some individual Vox specimen even find their way onto Terran ships as lower class workers, not knowing that their every move is being tracked. |
Skrell | Opinions on Skrell vary wildly, but the general consensus among higher ranks is to treat them as directly below humans on the "hierarchy of the species". While some of the populace leaning more into human supremacy consider the idea of Skrell helping humans either being fake or exaggerated in its importance, many aknowledge such a situation as something that benefited humans, and as such, worthy of respect. Despite all of it, Skrell are commonly referred to as "overlords of SolGov", be it as a way to undermine ruling class of SCG or as a genuine remark. |
History

- 435, III e.: Military on Terra forms Emergency Military Command, subjugating numerous nearby systems and newly-formed independent states.
- 438 III e.: Emergency Military Command reforms itself as Terran Government, laying claim on succeeding the Terran Dominion.
- 438 - 441 III e.: The war between SCG and TG breaks out.
- 440 III e.: SCG government offers a cease-fire and a proposal to strike at the remaining independent colonies. The Terran Government accepts the offer.
- 441 III e.: The Military Alliance of Independent States is formed to defend itself from SCG and TG.
- 443 III e.: SCG and TG withdraw from independent territories, signing a peace treaty. Independent Alliance is reformed as Independent Space Confederation.
Cold Civil War
- 468 III e.: Claudius Munus, the first Consul of the Terran Government and its founder, passes away at the age of 73. A “galaxy-wide” mourning is declared by TerraGov.
- 473 III e.: A radical group called “Order of the Black Sun” is formed after internal conflict within the “Earth Reclamation Committee”, a Terran senate faction. The group is quickly illegalized. Its founding members seek shelter in the Terran border zone, where military and law enforcement presence is not as heavy.
- 481 III e.: Order of the Black Sun operatives and hired mercenaries manage to infiltrate a Terran military installation and hijack several vessels, escaping to the contested space. Security level in the border zone is heavily increased.
